Governments seek to legitimise the increasing control and surveillance of the social sphere each day via an expanding toolbox of security legislation.

It is by this mechanism that the denunciation of men, women and children without legal immigration status is encouraged: in the civil service, in the banks, and even in the workplace.

The unemployed and precarious are monitored, criminalised and penalised; communities are divided, people are arrested in schools, those who commit the French so-called ‘Crime of Solidarity’ are punished, and communities who resist are ultimately vilified.

Europa ist nicht deine Freundin

Die EU wird oft unterschätzt – auch in der radikalen Linken. Dabei
werden auf EU-Ebene weitreichende Entscheidungen getroffen, die jeden
auch nur in Ansätzen kritisch denkenden Menschen auf die Barrikaden
treiben müssten. Der menschenverachtende Kampf gegen unerwünschte
Migration wird ebenso auf europäischer Ebene organisiert wie
Verbrechensbekämpfung oder militärische Katastrophenhilfe. An Kritik
daran mangelt es bislang. Die europäische Grenzschutzagentur Frontex
ist inzwischen vielen ein Begriff und auch die “Ungehorsamkeit” des
EU-Parlaments beim SWIFT-Abkommen ist vielleicht mittlerweile bekannt. Aber nur die wenigsten Menschen haben schon einmal etwas von INDECT
oder EuroDac gehört. Was ist das Stockholm-Programm? Und warum sind
auch langhaarige Softwareentwickler Teil der Rüstungsindustrie?

Wenn wieder einmal ein Gesetz, wie jüngst die Vorratsdatenspeicherung
breit kritisiert oder sogar für in dieser Form nicht mit dem
Grundgesetz kompatibel erklärt wird, ist der Verweis auf die EU oft
immanent. Die Richtlinien kämen aus Brüssel und müssten nun national
umgesetzt werden. Es ist also durchaus sinnvoll und folgerichtig, sich
die Politik der EU genauer anzusehen. Neben ihrer
neoliberal-neokolonialen Wirtschaftspolitik betreibt sie auch –
weitgehend unbeachtet – einen massiven Ausbau der inneren und äußeren
Sicherheit, um auch weiterhin ganz vorne mitspielen zu können:
geostrategisch und ökonomisch, in Bezug auf Energie und Rohstoffe
einerseits sowie auf sogenanntes “geistiges Eigentum” andererseits.

Berlin: Let the European Security-Architecture crumble!

Europe is not your friend.

The European Union is often underestimated – the radical left is no
exception. This despite the fact that far-reaching decisions are made
on the EU political level, decisions that should drive anybody with an
even remotely critical mindset onto the barricades.
The inhumane War on ‘illegal’ migration, the fight against crime, or
military disaster relief – all these issues are coordinated and
organised on the EU level. Critique has been rare and poorly received.
While the european border control institution ‘Frontex’ has come to be
well known, and the MEP’s “insubordinance” with regard to the SWIFT dealings might have been noticed, only a few people will likely have heard of INDECT or EuroDac. What is the Stockholm program? And why exactly are long-haired software developers part of the defense industry?

Every once in a while, when a new law – such as the german law on
data retention – is broadly criticized or even deemed unconstitutional
by the courts, the fingers are quickly pointed at the European Union.
The new legal guidelines are said to be dictated by Brussels, and said
guidelines must be implemented on the national level.
Hence, the logical conclusion would be to scrutinize EU politics more closely.

Aside from pushing it’s neo-liberal and neo-colonial economic agenda
down the world’s collective throats, the EU is also engaged in a
massive build-up of its domestic and foreign security apparatus to
cement its position as global player on all fronts: geostrategical and
economical, with regard to energy and resources on one hand, and
so-called “intellectual property” on the other.

Dear comrades

On the occasion of the European Summit, celebrated in the Spanish State due to the rotating presidency of the EU, an anticapitalist and antiauthoritarian group has decided not to remain silent in view of the provocations the power in charge of the world crisis has implemented. We are ready to denounce the hypocrisy and the falsity of those who govern and to make hear the voice of the oppressed ones by any means necessary.

During this June, leaders of different countries will come to Barcelona, among them members of the European Union or other states, such as Israel and Egypt, in order to treat topics like immigration, energy, trading, social control, tourism… This set of meetings does not have any other goal than to consolidate their power and manage the economic crisis inherent in the capitalist system to support the social peace.

NL: Occupation of the deportation centre Zestienhoven

It is 5 am as roughly 50 activists begin the occupy the prospective deportation centre Zestienhoven, 100 meters from the airport. The "DC 16" is still under construction, but starting from next June it will imprison 576 men, women and children before their deportation. Several activists chain themselves to the main entrance, whilst 25 others climb onto the roof of the building unfolding the banner "SHAME!" and enter the premises.

At the blockaded entrance to the building site all workers (some of them migrants) are being sent home. The police negotiate to no avail – in fact, they are afraid, that the activists might blow up the gas depot located on the site. Here it must be noted, that an arson last summer had destroyed the barrack of the building site. As the police realize, that no one had come to blow up whatsoever, they proceed to action (with great helicopter support). Upon their intervention, precious time for the extension of the occupation is already won.

Even though all activist are photographed by the police during the day, the group still manages to evade searches and identity checks for the activists which are not chained to the entrance as they leave. And after useless orders, the police begin to cut the chains. All chained up activists are arrested. Hereupon, the identities of the activists on the roof are checked, which takes another two hours. Then at 5:15 pm (after a twelve hour occupation) the police also manages to arrest the group on the roof. In order to get onto the roof, they hid in a barrel which was lifted onto it by a crane.

This Tuesday representatives of the European Border Agency FRONTEX,
various UK police forces and the Identity and Passport Service are
gathering in central London for a conference under the title “Policing
the Border”.

The conference, which claims to secure the border against “illegal
immigration” and terrorism, will also be attended by representatives of
many security companies and feature an exhibition about border security
and surveillance.
Together these companies and agencies create a Fortress Europe where
every year thousands of people in the desert, in the Mediterranean Sea
and in the Atlantic Ocean die try to enter. Furthermore their policies
and actions deny basic rights to millions of “undocumented migrants”
within Europe, and help to create
an atmosphere of suspicion where everyone is under surveillance for unnamed “crimes”.

See invitation for the meeting

The excessive security aspect has become a problem in our lives ever since we integrated into NATO, and then in the EU, then we managed to face with brio the "tests" these organizations have arranged for us. Perhaps the pride of the Romanians was not to be inferior to those great "powers" of Western economic, or show our fear of poverty and how useless we are as a state to the European political and economical discussion, when we carry only a function of pion, many times of sacrifice, in their game of chess.

It was also mentioned in political or economical circles, restricted or wide (at local and regional organizations, or meetings of the Future Group, when discussing future directions for the EU) about how much it is needed to control "breaches" in the new holy war of capitalism: the struggle against a "terrorism" who in fact is non-existent, but that includes everything that opposes them, so a war against us, against the people who have the courage to say "Why?" and "Until when?".

Petogodišnji plan o devijantnom ponašanju, sa inicijativom za stvaranje evropskog prostora slobode, anti-kapitalizma i pobune

Široka mreža aktivista iz Evrope pod nazivom ’van kontrole’ (out of control) nastala je 2009. godine, sa ciljem uspostavljanja međunarodne saradnje usmerene protiv evropske bezbednosne arhitekture. Sastojimo se iz širokog kruga evropskih aktivista, čiji se zajednički cilj svodi na malo određenije preispitivanje evropske bezbednosne i kontrolne arhitekture. Verujemo da smo u stanju da sa posmatranja i analiziranja ovog problema pređemo na pitanja strukturisanja i organizovanja otpora.

U žiži našeg interesovanja jesu pitanja policijske saradnje i baza podataka, nadziranje okupljenih prilikom masovnih događaja kao što su protesti protiv samita, bezbednosna industrija i bezbednosna istraživanja, kao i različiti evropski sporazumi koji narušavaju građanske slobode širom sveta. Dâ se primetiti da još uvek ne postoji jedinstven evropski odgovor na prekogranično ugnjetavanje EU, koja se polako pretvara u državu sa sopstvenim snagama. U pojedinim članicama Evropske unije povremeno dolazi do okršaja na podpodručjima kao što su zadržavanje podataka, naravno pored poznatih primera pružanja otpora evropskoj migracionoj politici i Evropskoj agenciji za zaštitu granica – Fronteksu. Osim toga, takođe je primetan nedostatak zajedničkog preispitivanja potrebe za stvaranjem bezbednosne arhitekture i njenih evropskih tvoraca.

Za početak, cilj nam je da razmenimo iskustva, znanje i podatke kako bi dobili jasniju zajedničku i opštu predstavu o evropskoj bezbednosnoj arhitekturi. Drugi korak podrazumeva organizovanje zajedničkih akcija i vođenje kampanja sa jedinstvenim ciljem. Ne želimo da za prioritet izaberemo jednu od mnogobrojnih borbi koje se vode protiv evropske bezbednosne države, već da se svi zajedno zapitamo kako da putem zajedničkog nastupa dođemo do delotvornijih akcija protiv ovog novog bezbednosnog poretka. Nismo od juče. Svesni smo da će nam za sintetizovanje, poimanje i angažovanje biti potrebno mnogo vremena. Ovaj projekat vidimo kao dugoročan proces. Ubeđeni smo da se prekograničnom ugnjetavanju organizovanom na nivou Evropske unije mora stati na put prekograničnom solidarnošću i akcijama.

Nakon konstitutivnog sastanka leta 2009. godine, u Frajburgu smo jesenas organizovali malo masovnije okupljanje, sa učesnicima iz brojnih zemalja EU. Najpre smo govorili o sredstvima koja su uticala na promenu prirode evropske bezbednosne saradnje. Analizirali smo uređaje kao što su senzori granične kontrole, biometriku, video nadzor, korišćenje satelitskih podataka od strane policije, leteće kamere, neubojito oružje, softvere koji se koriste u policijskim istragama, ’predvidivu analizu’ i baze podataka kao što su Informacioni sistem Visum (VIS), Šengenski informacioni sistem (SIS) ili baza otisaka prstiju EURODAC.

Zatim smo se pozabavili akterima na nivou EU – potezima Evropske komisije, ili pak radom njenih agencija Fronteks, Europol i Evropska žandarmerija (EUROGENDFOR). Razmatrali smo strategije kao što su ’Stokholmski program’, Lisabonski sporazum, najavljenu ’strategiju za unutrašnju sigurnost’, te napokon integrisanje policijskih, vojnih i obaveštajnih službi. Takođe smo se usredsredili na razne kompanije iz Evrope koje ovaj aparat redovno snabdevaju najsavremenijim tehničkim dostignućima.

Nakon toga, povela se diskusija o naglim promenama koje se javljaju kao posledica spajanja pitanja spoljne i unutrašnje bezbednosti, a koje će dovesti do toga da čitavo društvo postane svojevrsna baza podataka, uz istovremeno nametanje potrebe za osavremenjivanjem sistema nadzora i efikasniji sistem kontrole putem tehničkih uređaja.

Završni deo sastanka odnosio se na planiranje daljeg širenja aktivističke mreže i buduće akcije. Još uvek nemamo nikakve konkretne planove na umu, ali saglasili smo se oko pitanja izvođenja dugoročne analize i saradnje kroz različite oblike protesta i pružanja otpora. Rodila se ideja o petogodišnjem ’Frajburškom programu’.

Poznato je da je za nacionalnu primenu odluka koje se donose na nivou EU u dvadeset sedam država-članica potrebno izvesno vreme. Želimo da ovakve događaje dočekamo spremni i što pre počnemo sa akcijama. Jedan od događaja na kojem smo učestvovali bio je protest protiv održavanja samita NATO-a u Strazburu, gde smo organizovali dan akcije protiv evropske bezbednosne arhitekture pod sloganom PaRaDe SoLiDaIre CoNtRe Le CiRqUe SeCuRiTaIrE (’Parada solidarnosti protiv cirkusa bezbednosti’). Nekolicina nas uzima učešće i na No Border kampu u Briselu, koji je zakazan za oktobar 2010. godine, u vreme belgijskog predsedavanja Evropskom unijom.

Podelili smo se na par radnih grupa koje se bave pitanjima naše unutrašnje i spoljašnje organizacije, kao i pripremanjem akcija. Komuniciramo preko društvene mreže za radikalne aktiviste (posetite https://we.riseup.net). Doneli smo odluku da se ponovo okupimo u 2010. godini. Konkretan datum još uvek nije poznat, tako da, držite oči otvorene.

Da bi se zaštitili od izlaganja prevelikoj depresiji usled stalnog bavljenja pitanjima prekograničnog ugnjetavanja, odlučili smo  da napravimo novi blog, koji će sakupljati pozive i akcije usmerene protiv evropske bezbednosne arhitekture.

Ein Fünf-Jahres-Plan für abtrünniges Verhalten zur Schaffung eines europäischen Raumes der Freiheit, des Anti-Kapitalismus und der Rebellion

Das europaweite Netzwerk „Out of Control“ wurde 2009 mit dem Ziel einer grenzüberschreitenden Zusammenarbeit von AktivistInnen gegen eine europäische Sicherheitsarchitektur ins Leben gerufen.
Wir sind ein breites Spektrum von AktivistInnen aus ganz Europa, die alle die Absicht gemeinsam haben, einen besseren Überblick über die europäische Sicherheits- und Kontrollarchitektur zu bekommen und öffentlich zu machen.
Wir sind sicher, dass wir vom Verständnis und der Analyse zum Aufbau und der Organisation von Widerstand fortschreiten können.

Wir konzentrieren uns auf polizeiliche Zusammenarbeit und Datenbanken, polizeiliche Überwachung von Menschenmengen bei großen Events wie Gipfelprotesten, die Sicherheitsindustrie und Sicherheitsforschung sowie EU-weite Verträge, die Freiheitsrechte in der ganzen Welt gefährden.

Wir stellen fest, dass es keine europaweite Reaktion auf die grenzüberschreitende Repression der EU gibt, während diese zunehmend eigene Kräfte und Befugnisse entwickelt.
Kämpfe  gibt es in einigen EU-Mitglieds-Staaten lediglich in Teilbereichen wie Datenspeicherung oder gegen EU-Migrations-Gesetze und -praxis und die Frontex-Agentur. Desweiteren bemerken wir auch einen Mangel an allgemeinem Verständnis für den Aufbau der Sicherheitsarchitektur und ihre europäischen Architekten.

Als ersten Schritt wollen wir Erfahrungen, Wissen und Informationen austauschen um eine klarere gemeinsame Vorstellung von der europäischen Sicherheitsarchitektur zu bekommen. Als zweiten Schritt wollen wir gemeinsame und zusammenwirkende Aktionen und Kampagnen etablieren.

Wir schlagen nicht vor, einen der zahlreichen Kämpfe gegen den europäischen Sicherheitsstaat herauszustellen und auszufechten. Aber wir wollen uns gemeinsam die Frage stellen, wie wir zusammen effektive Praktiken gegen die neue Sicherheitsordnung entwickeln können.
Wir sind nicht naiv. Wir wissen, dass es viel Zeit und Engagement in Anspruch nehmen wird, das alles zusammenzufassen und zu verstehen. Wir betrachten dieses Projekt als langfristigen Prozess. Wir sind sicher, dass die grenzüberschreitende Repression, die auf EU-Ebene organisiert wird, mit grenzüberschreitender Solidarität und Aktion beantwortet werden muss.

Nach einem Gründungstreffen im Sommer 2009 trafen wir uns im Herbst in größerem Rahmen in Freiburg mit TeilnehmerInnen aus einer Handvoll Ländern der EU.
Unser erster Schritt war, die Mittel, die sich in der Landschaft der europäischen Sicherheitszusammenarbeit verändern, zu analysieren. Wir betrachteten technische Werkzeuge wie Grenzkontroll-Sensoren, Biometrik, Video-Überwachung, polizeiliche Nutzung von Satelliten-Daten, fliegende Kameras, nicht-tödliche Waffen, Ermittlungs-Software, „vorausschauende Analyse“ und Datenbanken wie das Visum-Informations-System VIS, das Schengen-Informations-System SIS und die Fingerabdruck-Datenbank EURODAC.

Daraufhin verschafften wir uns einen Überblick über die Akteure auf den verschiedenen europäischen Ebenen, wie die Europäische Kommission, deren Agenturen Frontex, Europol und die Europäische Gendarmerie-Truppe (European Gendarmerie Force) EUROGENDFOR und warfen einen Blick auf Strategien wie das „Stockholm-Programm“, den Lissabon-Vertrag, die geplante „Internal Security Strategy“ („Interne Sicherheits-Strategie“) und die Verschmelzung von Polizei, Militär und Geheimdiensten.
Desweiteren fassten wir verschiedene europäische Unternehmen ins Auge, die diesen Apparat mit immer neuen technischen Geräten versorgen.

Danach diskutierten wir die grundlegenden Veränderungen, die mit der Verschmelzung von interner und externer Sicherheit und ihren Kräften einhergehen, die Gesellschaft in eine Datenbank-Gesellschaft verändern, während sie auch das Streben nach Verstärkung der Überwachung und Verbesserung der Kontrolle durch technische Mittel vorantreiben.

Im letzten Teil unseres Treffens sollten zukünftige Vernetzung und Aktionen beschlossen werden.
Wir legten den Schwerpunkt noch nicht auf konkrete Pläne, waren uns aber über eine langfristige Analyse und Zusammenarbeit durch verschiedene Formen von Protest und Widerstand einig. Die Idee des fünfjährigen „Freiburg-Programms“ war geboren.

Entscheidungen auf EU-Ebene benötigen einige Zeit, um auf nationaler Ebene in den 27 Mitgliedsstaaten realisiert werden zu können. Wir wollen vorbereitet sein und Aktionen so früh wie möglich anstoßen.
Einer der Proteste, an denen wir uns beteiligten, fand während des Widerstands gegen den NATO-Gipfel in Strasbourg statt, wo wird den Aktionstag gegen die europäische Sicherheitsarchitektur mit der „PaRaDe SoLiDaIre CoNtRe Le CiRqUe SeCuRiTaIrE“ organisierten.
Einige von uns werden am No Border Camp in Brüssel teilnehmen, das für den Oktober 2010 während der belgischen EU-Präsidentschaft geplant ist.

Wir bildeten mehrere Arbeitsgruppen, die sich mit unserer internen Organisation, Öffentlichkeitsarbeit und Aktionen befassen. Wir kommunizieren durch ein soziales Netzwerk für radikale Aktivisten (siehe https://we.riseup.net).
Wir haben beschlossen uns 2010 wieder zu treffen. Das Datum ist noch unklar, haltet die Augen offen!

Um nicht zu deprimiert zu werden, während wir uns mit grenzüberschreitender Repression beschäftigen, beschlossen wir, einen neuen Blog zu erstellen, auf dem Aufrufe und Aktionen, die die europäische Sicherheitsarchitektur ins Visier nehmen, gesammelt werden. The European wide network „out of control“ was created in 2009 with the purpose of a cross-border collaboration of activists against a European security architecture. We are comprised of a wide range of activists throughout Europe, that all have in common their will to bring out a clearer overview of the European security and control architecture. We are certain that we can move on from understanding and analysing, towards structuring and organising resistance.

We focus on police collaboration and databases, policing crowds at large events such as summit protests, the security industry and security research as well as EU-wide treaties which endanger civil liberties all over the world.
We notice that there is no European wide response towards the border-crossing repression of the EU while it evolves into a state with its own powers. Struggles are taking place in some EU member states in sub-areas like data retention or of course against the EU migration regime and the Frontex agency. Further on, we also notice the lack of a common understanding of the construction of the security architecture and its European architects.

As a first step, we want to exchange experience, knowledge and information to have a clearer collective and common idea of the European security architecture. In a second step we want to establish common and convergent actions and campaigns. We are not suggesting to single out one of the numerous struggles against the European security state as a priority. But we want to ask ourselves collectively how we can struggle together to arrive at effective practices against this new security order. We are not naive. We know that it will take a lot of time of synthesising, understanding and commitment. We are looking at this project as a long term process. We are sure, that the cross-border repression organised on EU-level must be countered by cross-border solidarity and action.

After a constituting meeting in summer 2009, we came together in autumn to a broader assembly in Freiburg with participants from a handful of countries in the EU. Our first step was to analyse the means that changed the landscape of European security collaboration. We looked at technical tools such as border control sensors, biometrics, video surveillance, police usage of satellite data, flying cameras, non-lethal weapons, investigation software, “predictive analysis” and databases like the Visum Information System VIS, the Schengen Information System SIS or the fingerprint database EURODAC.

Thereupon we reviewed European level actors, such as the European Commission, its agencies Frontex, Europol and the European Gendarmerie Force EUROGENDFOR, and looked at strategies like the „Stockholm Programme“, the Lisbon Treaty, the scheduled „internal security strategy“ and the merging of police, military and intelligence. Further on, we also focused on various European companies that provide this apparatus with ever new technical gadgets.
Hereafter we discussed the radical changes which accompany the merging of internal and external security and its forces, shifting towards a database society, whilst also pushing the will to enhance surveillance and improve control by technical means.

The final session of our meeting had the aim to decide on future networking and action. We did not yet focus on concrete plans, but agreed on a long-term analysis and collaboration in various forms of protest and resistance. The idea of the five year “Freiburg Programme” was born.
